McCain ordered a naval court of inquiry into the incident. First he ordered the proceedings to be closed and the hearing notes have been kept secret for 40 years. Second he opened and closed the case in London less than a week after it occurred…some of the sailors brought in to testify were dragged from the hospital still bleeding and in pain.
